In Thailand the educational system is, like health care, organized well. In almost every little village you can find a primary school and villagers often work together to provide transportation for those children who live further away then walking distance.
Basically education is obligatory and free during primary school and secondary school.
Parents, however, do have to cover the cost of books, uniforms, transportation and food.
Children who's parents even cannot afford this (completely) are also exceptions in the area of Phato.
These children (read: their teachers, village leaders and/or caretakers) can apply for partial or full scholarship. This can be from preschool to university and the support can vary from only student uniform and books at the beginning of term to full scholarships.
There is no limitation in the amount of years that a child can apply.
